Ciekawa sytuacja z punktem 13, bo niektóre słowniki (np. Oxford PWN) podają takż…e opcję "reach to a decision".

Raczej nie. Poprawna forma to "reach a decision". W tym slowniku raczej tez o to chodzi, ale zapisane jest to dwuznacznie....

Zgadzam się, Oxford PWN podaje "to reach or come to a decision zdecydować" co moż…e być zinterpretowane dwuznacznie ze względu na "to", standardowo odczytując zapis w tym słowniku zamienne jest tylko jedno słowo np. to make or take a decision podjąć decyzję
