Dlaczefo tak dziwnie zmieniły się tam czasy? Nie mogę tego zrozumieć, proszę o radę

to nie zmiana czasu, to po prostu taka konstrukcja

gdyby było np. They are said to BE responsible for the damage - oznaczaloby, że oni SA (teraz) za to odpowiedzialni

They are said to have been responsible for the damage. - mówi się, że oni BYLI odpowiedzialni

mam nadzieję, że jasno to wyjasniłem
